Lord Pavana is a Gen'Dai crimelord based in the capital city of the planet Owara. With a force to rival that of the Imperial presence on the world, Pavana is currently the undisputed ruler of Owara.
Pavana derives the majority of his income by forcing the citizenry to work in the world's many mines. Though Pavana is loathed by these citizens, he is viewed with almost fanatical devotion by those who actually work in his criminal empire.
